What We Do

Strategic and Transport Planning (STP) works in several areas including:

  • Strategic planning;
  • Transport policy;
  • Strategic studies;
  • Transport research;
  • Development of models and tools;
  • Transport analysis;
  • Contributing to strategic planning with external stakeholders e.g. the Department of Transport;
  • Modelling
  • Transport Planning;
  • Provision of appraisal guidance.

In line with Government policy, STP recently developed and published the N2040 report, setting out TII's strategy for the future of the National Roads Network.

STP participates in various workshops/forums on the development of other Government and transport policy.

We carry out strategic studies and assess current and future trends and needs on the National Roads, light rail, active travel, and greenway networks.

We develop and manage the National Transport Model (NTM) which forms the basis for various strategic studies and scheme appraisals. STP also develops models and tools which pivot off and complement the transport model, such as the TII Road Emissions Model (REM).

The area of transport appraisal is a substantial 'work area', for the Department, ensuring compliance with relevant national policies and guidelines related to the appraisal of transport projects. We update the Project Appraisal Guidelines (PAG) for TII funded projects covering National Roads, greenways and active travel projects.

We liaise closely with and support many other Sections of TII, working across the full spectrum of modes under the aegis of the organisation.
