What is Identification Registration Organisation?
In line with the Alternative Fuels Infrastructure Regulation (Regulation (EU) 2023/1804), Transport Infrastructure Ireland (TII) has been appointed as Identification Registration Organisation (IDRO) by the Department of Transport for issuing and managing unique identification (ID) codes to identify, as a minimum, Charge Point Operators (CPOs) of publicly accessible recharging points and eMobility Service Providers (eMSPs). For more information visit our Frequently Asked Questions.
IDRO Registration Principles
The IDRO has adopted registration principles for CPOs of publicly available recharging points and eMSPs seeking to register and be issued with an IDRO ID. These IDRO Registration Principles are as follows:
- Entities seeking to register as a CPO or eMSP will be provided with an “IE” prefixed IDRO ID
- Entities seeking to register as both a CPO and an eMSP will be provided with a single “IE” prefixed IDRO ID.
- The IDRO Public register will identify entities registered as a CPO, an eMSP, or both.
- To be issued with an “IE” prefixed IDRO ID, CPOs / eMSPs operating, or intending to operate, publicly accessible recharging points in Ireland must provide a registered address in Ireland to support legal entity verification by TII.
- Where a CPO opts to use the data Exchange Platform, the IDRO Public register will identify the OCPI County Code and Party ID associated with the CPO’s Irish recharging points (where this is different to the “IE” prefixed IDRO ID as issued by TII)
IDRO Public Register
The IDRO Public Register can be found here. The IDRO Public Register outlines the names of CPOs and eMSPs (both legal and trading) and their IDRO Issued ID.
How to Register for IDRO
The below process details how CPOs and eMSPs will register with the IDRO.
Download and complete the IDRO registration form
The IDRO registration form can be found here or can be requested from TII’s Data Office by emailing AFIRdata@tii.ie.
Send IDRO registration form to TII’s Data Office
Once complete, send the IDRO registration form to TII’s Data Office by emailing AFIRdata@tii.ie.
Validation of information
TII’s Data Office will validate the information provided in the IDRO registration form.
Publishing to Public Register
Once all information has been validated, TII will notify CPOs and eMSPs of their IDRO Issued ID. TII’s Data Office will publish CPOs and eMSPs to a public register, which can be found here.
Register to TII’s Data Exchange Platform
CPOs and eMSPs may elect to make their data available through TII’s Data Exchange Platform (DXP). CPOs and eMSPs can submit a separate registration form to avail of this. More detail on how to register with the DXP can be found here.
