Alternative Fuels Data Office
Alternative Fuels Infrastructure Regulation (AFIR)
The EU Alternative Fuels Infrastructure Regulation (AFIR, 2023/1804) shall apply from 13 April 2024. The Regulation sets a number of mandatory targets for Member States for the deployment of alternative fuels infrastructure in the EU, including for road vehicles.
The specific objectives of AFIR are:
- to ensure minimum infrastructure to support the required uptake of alternative fuel vehicles across all transport modes and in all EU Member States to meet the EU’s climate objectives;
- to ensure full interoperability of the infrastructure; and
- to ensure comprehensive user information and adequate payment options at alternative fuels infrastructure.
AFIR Data
High-quality and easily accessible data are considered essential to the achievement of the AFIR objectives. This data, as set out in Article 20 of the Regulation, will not only encourage the development of the alternative fuels market but also measure Ireland’s progress towards climate change commitments.
National Approach to AFIR Data
To achieve AFIR goals of high-quality data, Zero Emission Vehicles Ireland (ZEVI) has set out the approach Ireland will take, as drafted in the ‘Strategy for Data Concerning Electric Vehicles Recharging Infrastructure’. The draft strategy details that a Data Exchange Platform (DXP) will be implemented so that Charge Point Operators and Mobility Service Providers of publicly accessible recharging and refuelling points can provide free and unrestricted access to AFIR-mandated data.
Transport Infrastructure Ireland’s Data Office was established to meet the requirements set out in ZEVI's strategy. The Data Office will deliver the DXP to facilitate data sharing to the NAP (National Access Point). Only the data mandated under AFIR will be made freely available to data users.
Data Overview
the data required under AFIR to be shared through the NAP includes:
- Static data: Basic data that do not change often or on a regular basis e.g. geographic location, number of connectors, etc; and
- Dynamic data: Data that changes often or on a regular basis e.g. real-time updates on the operational status, availability of recharging points etc.
